feat(v3.2.0): Phase 8 OTA 自动更新基础设施

- auto-setup.ps1 v3.2.0: Phase 8 pubkey/DPAPI凭证/bw-ota.ps1 部署
- bw-ota.ps1: OTA 升级脚本 (Ed25519签名验证+SHA256+原子替换+DryRun)
- 启动Bookworm.bat: 启动时 fail-open 调用 OTA 检查
- Bookworm-Setup.exe: 重建含以上变更
